Our Role & Mandate
As the exclusive licence administrator, Anjouan Licensing Services Inc. is responsible for:
- Processing licence applications: Receiving, reviewing, and assessing applications for Anjouan Internet Gaming Licences, including due diligence on all applicants and key personnel
- Licence issuance and administration: Issuing licences to qualified applicants and managing all administrative aspects of the licensing lifecycle, including renewals and modifications
- Compliance supervision: Monitoring licensed operators for ongoing compliance with licence conditions, regulatory requirements, and applicable laws
- Enforcement: Recommending and implementing enforcement actions, including licence suspension or revocation, where non-compliance is identified
- Public register maintenance: Maintaining the official Licence Register and real-time licence validation system for public verification
- Regulatory guidance: Providing licensed operators and applicants with guidance on regulatory requirements, compliance expectations, and industry best practices
The Legal Framework
Internet gaming licences on the Autonomous Island of Anjouan are issued and regulated under The Computer Gaming Licensing Act 007 of 2005. This legislation establishes the legal framework for the authorisation, supervision, and enforcement of internet gaming activities and provides the Anjouan Offshore Financial Authority (AOFA) with the mandate to regulate the sector.
The Act sets out the requirements for licence applicants, defines the obligations of licensed operators, establishes the powers of the regulatory authority, and provides for enforcement mechanisms including licence suspension, revocation, and financial penalties.

The Anjouan Offshore Financial Authority (AOFA)
The AOFA serves as the primary regulatory body responsible for the oversight of the offshore financial and gaming sectors on the Autonomous Island of Anjouan. The Authority's mandate includes:
- Setting and enforcing regulatory standards for licensed entities
- Promoting compliance with international AML/CTF best practices
- Protecting the integrity and reputation of Anjouan's regulatory framework
- Cooperating with international regulatory bodies and law enforcement agencies where appropriate
Anjouan Licensing Services Inc. works in close coordination with the AOFA to ensure that the licensing framework operates to the highest standards and that all licensed operators meet their regulatory obligations.
